Library Manager (San Marino) 

GENERAL DESCRIPTION 
The Library Manager is a member of the City's management team and participates with other managers and department heads to meet the goals and objectives of the city. The incumbent is responsible to direct, manage, supervise, and coordinate the activities and operations of the Crowell Public Library within the Community Services Department including public and support services and provide highly responsible and complex administrative support to the Community Services Director.
DISTINGUISHING CHARACTERISTICS
The Library Manager functions under the administrative direction of the Community Services Director; and is responsible to assign and supervise employees and volunteers engaged in library activities. This position has management responsibility and collaborates with the Community Services Director to manage, direct, and administer library services to include the direct and indirect supervision of professional, technical, and support personnel, including volunteers.

Duties:

  • Assume management responsibility for assigned services and activities of the Crowell Public Library, including public and support services; manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs, and recommend and administer policies and procedures.
  • Research and analyze the library and information needs of residents, now and in the future; develop and direct convenient, accessible, and cost-effective library services, programs, resources, and library facilities to meet the changing needs of the community.
  • Analyze, assess, and address community needs related to the library and recommend plans for modifying or extending library services, programs, and activities to meet community needs and lead the Library in adapting to new and emerging technologies.
  • Research, analyze, and make recommendations for capital projects and facility operating needs that will meet residents’ expectations today, as well as anticipated future needs. 
  • Work with staff, the public, and the Library Board of Trustees to promote the mission, values, and vision of the library and to meet quality of life standards. monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within department policy, appropriate service and staffing levels.
  • Plan, direct, coordinate, and review the work plan for assigned staff; assign work activities, projects, and programs; review and evaluate work product, methods, and procedures; meet with staff to identify and resolve problems.
  • Through managers, select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; and implement discipline and termination procedures.
  • Support the development and administration of the Crowell Public Library's annual budget; participate in the forecasting of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; and implement adjustments.
  • Oversee and participate in the full range of public relations and communication activities; determine need for informational and promotional materials and how best to disseminate information to target audiences; approve design and content of materials; communicate library services and materials with users, library staff, Library Board of Trustees, support groups, community groups and organizations, City staff, and community members.
  • Identify and develop collaborative relationships with strategic community groups and City partners to complement the organization and to support the achievement of mutual goals; set and maintain customer service standards, solicit and respond to customer concerns, respond to and resolves difficult and sensitive citizen inquiries and complaints; follow-up with Library staff to ensure prompt resolution.
  • Oversee collection development, to include the evaluation and selection of print and digital books media resources, 
  • Provide evaluation and recommendations related to technology infrastructure that supports daily operations, such as integrated library systems, applications, devices, and kiosks.
  • Provide responsible staff assistance to the Director of Community Services; conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to Library programs, policies, and procedures as appropriate; prepare and present staff reports and other necessary correspondence to the City Manager, City Council, and others.
  • Serve as the liaison for the Crowell Public Library to other divisions, departments, and outside agencies; negotiate and resolve sensitive and controversial issues.
  • Represent the Community Services Director in City and professional meetings and work closely with resident boards and commissions and public and private officials to provide technical assistance, directly or through team members; serve as staff liaison to San Marino Recreation Commission.
  • Report to, serve as staff to, advise, and/or assist with the operation of a variety of boards, commissions, and committees including the Library Board of Trustees, the Friends of the Library groups, and the Library Foundation.
  • Attend and participate in professional group meetings; represent the library in professional organizations and regional networks; participate in activities that promote libraries and librarianship. Stay abreast of new trends and innovations in the field of library science; monitor developments related to library operations and technology; evaluate the impact of new developments and recommend improvements to existing programs and procedures.
  • Participate in the planning, development, and oversight of library facilities; establish, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
  • Assist with contract development and administration to include professional service agreements, agreements for the purchase of goods and memoranda of understanding. 
  • Create, train, and implement the Library Division’s safety, risk management and emergency plan.
  • Attend City Council and other Board and Commission meetings.
